Supplementary consultation for application for permission to continue and expand operations, SunPine AB, Haraholmen, Piteå

SunPine AB currently operates on Haraholmen, property Pitholm 47:68, in Piteå municipality. SunPine AB plans to apply for a permit for continued and expanded operations to manufacture a maximum of 850,000 tons of chemical products such as crude tall oil diesel, resin, bio-oil and turpentine and other similar products per year. The applied operations also affect part of the property Pitholm 47:13 and, in addition to expanded production of existing products, also include new processes that expand the company's product portfolio. Additional products are based on the same type of raw materials as existing products.

Prior to the application for a permit, consultations are held on the planned activity, in accordance with Chapter 6, Section 29 of the Environmental Code. When the applied activity is covered by the Act on Measures to Prevent and Limit the Consequences of Serious Chemical Accidents (Seveso Act), the consultation also covers issues covered by the Seveso Act. The purpose of the consultation is to give those affected the opportunity to express their views and to be able to influence the planned activity and the content and design of the environmental impact statement.

The company has carried out consultations with authorities, individuals who are expected to be particularly affected, organizations and the general public during the summer of 2025. The company is now supplementing the consultation regarding additional storage of chemical products covered by the Seveso legislation, as well as clarification regarding the location of additional facilities.

A risk analysis will be attached to the application documents, taking into account the expanded storage of terpene products and additional storage tanks. Otherwise, the additional storage is not considered to result in any change compared to the anticipated environmental effects previously reported in the consultation documents.

More information about the planned activities can be found in the supplementary consultation document here.

The consultation will be conducted in writing. Comments can be submitted by post or email to WSP Sverige AB, Linda Rosqvist, Box 714, 251 07 Helsingborg, linda.rosqvist@wsp.com latest on January 16, 2026.
